1989 Proof Set Error?

I have a 1989 proof set where the penny has a hole in the side of his head .I have pictures of it and it is still in the sealed plastic case .my question is is this worth sending in to get graded ?

Looks like a carbon spot,a couple behind the head also.Are you sure it is a hole?

I see a carbon spot, not a hole. It actually degrades the value of the coin so no, not worth the cost of grading.

I am not seeing a hole but you have the coin to look closer at. What I do see is carbon on head, behind head and a very small one between we and trust.
