@ir8, it looks more to me like this coin has dried glue or some other substance struck to the surface of the coin.

Given the posted pics, it appears (appears...) there is some glue or glue-like crud on the obverse. Suggest giving the coin a looooong soak in 100% acetone--may reduce or eliminated the issue.
