Does anyone know by what criteria the guys from PCGS create a new set for their site? I see every month how the company notifies users about the creation of a new set, but I don't see any pattern in this. I also do not understand why they create a set of a certain date, and do not include all coins with the same catalog number there.
Do they do this solely at the request of users ?

Most of the sets come from requests by collectors
