I need Help with understanding if the 1 in 1991 is an error. The 1 looks as if it dripped down there is also a another die mark above the date. I'm new to collecting and I want To learn how this happened? Can it be a mint error or is it a post mint damage?

IMO, appears to be a plating bubble/blister.

Those are more than likely "plating blisters".

Just bubbles, push a tooth pick on them to move gas around.Those bubbles started in 1982 (zinc) to present, on one cent pieces.

The 1 in the date was intersected by a linear plating bubble.
