I think it might just be someone's "fantasy" coin or something, since there is no reason a die chip would happen at that spot. I'd be curious to see better close-up photos of the anomaly. Suppose it could have been someone playing around with the tip of a punch in the die shop. We'd need to see more of these to prove it was on the die though. A unique specimen usually indicates an error, or an intentional post-mint farce or something.
