Weird. It looks round, and is well-centered between the letters. I think it might just be someone's "fantasy" coin or something, since there is no reason a die chip would happen at that spot. I'd be curious to see better close-up photos of the anomaly.

Not round, so not an intentional design feature, not that anyone believed it could be. Suppose it could have been someone playing around with the tip of a punch in the die shop. We'd need to see more of these to prove it was on the die though. A unique specimen usually indicates an error, or an intentional post-mint farce or something.
