The rim in one area looks strange on both sides. Is it considered an error?

ive seen numerous double rim coins (when one rim separates into 2) and none of them were damaged. I highly doubt this double rim is due to being hit.

It's pretty common. A slightly misaligned die causes a lip of metal to be squeezed up between die and collar, or possibly too much die pressure. That's my understanding from this thread http://goccf.com/t/404233 and others anyway. I suppose you could call it an "error" but I don't see these as valuable, just interesting.
