I assume it means that it was tooled to make it look like a better grade. A couple examples from Heritage are more obvious. I didn't find a specific definition on PCGS. OP coin seems to have lines through the hair and behind the ear that were added, but it's hard to tell.

Interesting - there are 670 results on Heritage for "devices outlined", so it seems relatively common as a details designation. There are also 670 results for "devices engraved" (I think the identical count is a coincidence; if I add Morgan to the search I get different counts). The latter seems to be coins where the interior of the device is re-engraved, like in the hair etc, to try to redraw the design. I had never seen either of these grades before.

Devices outlined falls under the "tooling" category. When the coin has flat spots on the devices that are the result of wear, a crafty engraver puts that detail back into the coin to create the illusion that the coin is higher grade than it actually is. Can't tell what/if something was reengraved from the auction photos.

Good thinking though. The TPGs have the capability to mess things up, and there is a chance this is a problem-free or market acceptable coin in a details holder. You never know what you will find.
