I have this $20 bill. It seems to have an extra stamp on the USA on the observe. It doesn't look like a teller stamp. There is also a mark on the reverse which is in the same spot. Any ideas? Thanks!

It looks like a random, miscellaneous, post-BEP stamp of sorts.

He's just saying that these are stamps applied by hand after the notes left the BEP, perhaps to indicate authenticity. They are not uncommon and have no premium.

Agreed, I'm thinking a moneychanger's "chopmark", rather than random vandalism. But it's not something that was printed on there when the note was printed. In other words, it's not a printing error.
