The only bad mark is the one by the nose. But I think it will still make MS-64 semi-PL.

This coin looks like it's the same as #2 and #3  IN NECESSARIIS UNITAS - IN DUBIIS LIBERTAS - IN OMNIBUS CARITAS THE MAN IN THE ARENA, Theodore Roosevelt at the Sorbonne Paris on April 23, 1910: " It is not the critic who counts; not the man who points out how the strong man stumbles or where the doer of deeds could have done better. I think that the photos might be hiding some scuff marks, but I'll still say the coin makes MS-64.

i have to agree concerning the scratch. without it I think the coin would be MS65 so I'm at MS64PL. without a depth reference its difficult to determine depth of field but it does appear to have some reflective depth on both sides
