@steph, since you are asking about the grade, I'm going to move your thread over to the correct subforum. Also, it is always preferable to take pics of your coin outside of the flip or 2x2 when asking about grade. That extra layer of plastic between the coin and the camera can mask important details.

I think it's clean enough to get a 64. Nice peripheral toning. Looks like a very old flip.

always remove from holder. this is one reason why you can't get a good photo. also avoid overhead lighting as it create glare and obscures surfaces.
a nice strike for an 83(O) which are typically very weak. definitely no less than MS63. would like to see out of the holder and without the glare but she looks pretty close to a 64

I think the chatter on the mouth and that long scratch near the chin would hold this one back to MS-63. Luster is great though so has a shot at a 63+ or even 64.
