It almost looks like someone tried to cast a quarter.

I am guessing heat damage - can you post the reverse and edge?

That is damage from heat, PMD. Not an error.

@pkt, first welcome to CCF. Second, yes those bubbled areas are damage from high heat. This quarter may have spent some time in a campfire.

Almost everything to a certain degree bubbles when heat is applied, even coins.
