Don't know what the mark is but think it's an error not a scuff mark,maybe writing ? Or is it nothing.

@1983, I see some surface staining and multiple circulation marks. Please provide and arrow on the picture or use words to indicate which mark seems weird to you. Thx.

Very Common to see the ring however sometimes you will see other damage that is semi-circular like that ring and follows the curve of the rim, such as misshapen lettering in LIBERTY and the numerals in the date as one example I can think of. This type of damage is typical to coins that were one of the end pieces in a paper-wrapped roll of coins. A piece of the wrapping machinery can scrape along the coin, leaving damage that traces a curved line. I just mention because its more about semi circular damage than just having a visible ring.
