The few marks on the neck aren't bad enough to hold this one back from MS-64.

decent strike for an 84(O) which are mostly softer.
looking at the original photos makes the coin look like it has missing luster across the cheek which keeps it out of MS64 box however the in-hand photos looks like its intact. fingerprint across reverse
