1982 Small Date? Overdate?test Die?

pick9132023 New Member Canada 44 Posts	Posted 12/04/2023 5:15 pm i was looking at this and it appears as possibly test die I see brass engraved 2 repeatedly many times 1st time head has B bottom loop centered over ear written NE ending at st in trust then repeats cheek B starting above the 1 same angle engineers test die?small date stamped into over large date it appears any thoughts?
