It's an Antoninianus of Gordain III. Probably grades somewhere in the neighborhood of gVF.

Agreed. Reverse is a bit rougher than the obverse.

Reverse is VICTO-RIA AVG, Victory walking left w/wreath and palm branch

Bust style looks more Roman than one of the eastern mints.

Ya, the reverse would grade lower probably.
