Yes - something odd going on with the reverse. Wonder if it was a result of storage conditions. The obverse is gorgeous. I'd say MS63PL, but may end up with a details designation.

Unc Details, cleaned. Obverse has heavy Reeding Marks or some other sort of contact mark across the neckline.

Do you see hairlines on the reverse? Looks like the seller's photos were a result of weird lighting. There is still a patina around the devices on the lower part of the reverse - not sure how that happened. Could have been some ugly toning isolated to that area that was removed by a cleaning fluid. What are your in-hand impressions of that area?
This Morgan is unusual in that the obverse is carrying the grade - although I'm not sure what the bumpy area around the eyes would indicate. Both dies look pretty fresh with frosting. I'll say MS64 with the possibility of an "improperly cleaned" designation due to the reverse. All in all a nice looking example.

tough call on cleaning. the photos are not that sharp but the discoloration could be toning and the lighting/glare is altering what we are seeing here. typically you don't see a cleaning/dip whatever just on a small portion of a coin. however the area on the obv and rev do match up so it could have occurred.
as for the marks on the neck. they don't look like typical reeding hits but it could be the angle it was hit. they look a little too wide for reeds. PCGS does not like reeding hits and from what I've seen they detail the coin for them. I do think it was something that occurred post mint though

Looking at this coin in more detail, it may be VAM-88/pitted obverse die. The date position matches and it has the large MM.

I'd still say the reverse has been cleaned. Look to the left of the eagle's right wing. The overall appearance of the reverse - based on my experience - is indicative of altered surfaces.
Regardless, for a coin which is widely available in top end grades, the damage to the neck would be a deal-breaker for me.
