I have a Jamaican proof set and I am not sure if it proof or matte. I would just like to know how to tell witch it is.

to the CCF, 420570! Pictures would greatly assist in diagnosing your coins.
But briefly, the proof coin will have a bright mirror-like finish in the fields, while the mattes do not. The following two Numista pages show the differences between proof and matte for the 10 Dollar coin. Also, it seems that the mattes were used in the Uncirculated Specimen Sets, not the Proof Sets.

You're welcome, 420570. That looks like the 1974 Uncirculated set, not the Proof set.
