Is This PVC Damage On Proofs, And Can That Be Cleaned Later?

In browsing proof coins on ebay, I keep running across pictures like this one, with a massive haze. Sometimes additional pictures from another angle make the fields look normal—black cameo or gleaming proof bright. Is this PVC damage from improper storage? If yes, can that gunk be cleaned off the coin later?

I know the reflexive reaction will be to tell me to avoid that coin. Unfortunately, when I search for unidentified varieties on ebay, I can't really control the condition the rare coin might be in.

Also, let's be honest, a lot of times coins like this will be cheaper than deep cameo proofs. If I can clean them up with acetone to tip-top shape, why pay up for the coin? Particularly keeping in mind that some shops might just photograph at a favorable lighting and angle and send you a coin with this haze anyway.

Also worth asking: do TPG straight grade a coin with haze like this, or is it straight to Details?

In my experience once a proof has a haze, stuff or fingerprint on in it.

That's it you will never get the pristine fields back.

State Quarter proofs can be bought for close to melt by the tube by the by.

That one has more problems than just haze. Looks like surface scratches in the right side field.
