1998 P Washington Quarter Mint Error - Obverse And Reverse Dies Mis-Aligned

It's pretty rare to find a coin with both dies mis-aligned and usually it's pretty minor overall. But this one really scores big and is a rarity in the category. Both dies are strongly mis-aligned.

NOTE: This came to me labeled as such and it does seem like the offsets are not perfectly overlapping to be an off center. But I welcome opinions that might show this to be an off center instead.

It looks pretty close to an off center to me. Is there any die rotation?

Tropicalbats asked for my opinion. Honestly, it just looks like an off-center strike to me. Owing to slight differences in the gap between letters and design rim, sometimes the design is cut off on only one face. If there is truly a slight misalignment on the reverse, this too is fairly common among quarters struck with the inverted setup. Coin metal trapped between the hammer die and a stiff collar sometimes nudges the hammer die in the opposite direction. This is one type of forced misalignment. I see no evidence that this is a dual (bifacial) misalignment. For comparison, here is a dual misalignment on a 2000-P Virginia quarter. I have three from this press run, split between die stages D and G.

Thanks Mike! That is pretty much what I feared, that the coins was mis-labeled and more likely just an off center. Really appreciate your comments here to work out the finer details, and that Virginia quarter is a super example of a bifacial misalignment. I will just have to keep looking for a nice one of these.
