I am saying Spanish because of the shield, but I can't make out the letters.

It looks like a double strike, especially on the shield side where I can clearly see two shields.

Thanks. The coin is a bit of a mess, but comparing the image in that link I can see that it is definitely an 8 maravedi of one of the Phillips.

In this condition it might be worth $1 if I can fully attribute it

I think you have PHILIPPVS starting around 9:00 obverse the way you have the photo oriented, and reverse you have the date 1661 just left of the crown. So, definitely on the right track.

Yes, and looking at the obverse I can make out the outline of a portrait. It might very will be the one you suggested and also double struck.
