Hello Would I be correct in saying this would be grade XF? What would you guys grade this (currently scrap).

Although 21 Morgan's are very plentiful, that one is not scrap silver. It is AU condition or possibly MS. I would keep it.

Yep, not scrap silver, likely low mint state even though a common date. Yours is the D2 16-berry reverse, but both reverses are equally valuable.
