Guessing it is glue and a stain since you did not say what it is you are seeing. PMD

It is like silly putty, push something on it then remove it and you will see a design on the putty. Glue or gunk was on your coin.

Rdskns PMD, perhaps a soak in acetone might help, and a picture of the full obverse.

Simply cannot determine fully what may be going on given the single, partial pic. It's customary to post full, large and sharp photos of the obverse and reverse. Thanks.
