I don't want to be mean and trash somebody's coin. But honestly, how can this Kennedy proof possibly be a PR67? Isn't that haze and discoloration some kind of permanent PVC damage and staining?

What I really want to understand is where the line falls on this stuff with TPGs. I know it hurts eye appeal, buy the coin not the slab, et cetera. I thought at some point this kind of issue would kick a coin into details grade, particularly a proof coin which is supposed to be pristine. What am I not understanding correctly here?

Good question. Maybe the TPG sees it as toning, in hand.

Yeah it doesn't seem to merit a grade of 67.
Just by comparing to other proof 67's

Looks like someone tried to rub off some of the haze. Not a PR67 to me.

keep in mind that the photos are trueview. they suck and rarely represent the actual coin. I agree though that the coin does not look 67

Well, I know that proofs are struck on specially made planchets. So I think the grade of 67 actually refers to to how well the coin was struck. Any discoloration on proof coins is probably seen as natural toning.
