I agree with the frog that with this amount of circulation wear, it is most likely that anything unusual is going to be because of the wear rather than a mint error.

Agree--I'm seeing a typical, very well worn Wheat cent form the teens. Over several decades of going through bags and bags of wheat cents, I've come across untold numbers of pieces which are worn in a very similar way.
