@fil, I'm always a bit suspicious of these. In the absence of good evidence pointing to a mint error, I always assume that these are just damage, such as from chemical or environmental exposure. Other than that splotchy surface color, does this quarter seem normal otherwise?

to Community. It is always best to post pictures of both sides of coin. However this coin is not improperly annealed ,the discoloration and missing clad layer is due to environmental damage.
