I think this looks like RPD. I couldn't find any info on the sites I know of. Any ideas?

Just some dirt embedded in the opening of the digit.

It's impossible for there to be a repunched date in 1909 as that was the first year they added the date to the hubs instead of punching them by hand.

Could it be just Die Deterioration and some extruded pressure marks?

I've seen what looked to me to be similar examples, both localized and more disseminated (attached). I have been wondering what causes them too.

It can't be a simple die clash. The shield is behind the date.
