It's 20.97 grams and the only other I could find on numista is 28? The width seems about right...couldn't really find any other sources.

Being 25% underweight does not bode well for the authenticity of your coin.
Inordinately fascinated by bits of metal with strange markings and figures

Absolutely 100% fake, sorry.
There is also a zero percent chance this contains any silver.

The rough surface and slight bulbous text also does not bode well

Mis=spelt "HE PEH' should be 'HU PEH"
Deliberate fake.

Ok, thanks for the confirmation. I think I have a different coin that's probably fake that I'll post too. I just like to make sure before I toss it.

Don't discard this fake coin. Start a 'black' collection with it, for self education purposes, to know how to identify fake coin generally, before deciding on your next purchase.
I maintain a 'black' collection of about 100 pieces across the whole of numismatics, for my self education. You have to learn how to beat the fakers against their own game.

Yeah, I can make a collection. I have kept Canadian more for fun but foreign I don't really buy its just because I buy in bulk and things like this get thrown in.

Apart from spelling- take a look at the Chinese legend. It may be correct for present day Hebei, but it should not exist on an authentic dragon dollar.
