Super minor turned digit on a well worn note.
It's both not common and not rare at the same time.

The stuck digits like this one in this link where part of the digit is actually truncated (missing) or part of the adjacent next number on the wheel might even be seen can have some desirability and value to collectors. Even then condition will determine how much so. http://goccf.com/t/435631 The minor stuck digit aka gas pump errors since it resembles pricing on the older non digital gas pumps, where it is only a bit raised is a cool find and popular with beginner collectors and so they sell for a bit over face value sometimes on places like ebay. They can be common on some years where if its just slightly raised its more likely to be a spender to most since that is not rare again unless its missing part of the number or you see the next number as mentioned. However your example is a bit more raised than usual and looks cool, I would keep and believe that one has some desirability over the more common slightly raised ones.

Also for future reference, If one of the digits gets stuck but all the digits in the serial number still appear to be aligned correctly, then a Mismatched Serial Number Error occurs. A check of the other serial number will show the discrepancy.
