2015 D - Quarter (25c) - Defective Planchet?

This coin appears to have had a damaged planchet prior to striking. Perhaps struck through wire? Debris when it was rolled out? Note how the letters are stamped into the damaged area and not scratched off. What is the best way to describe this kind of error?

Maybe glue? Try soaking it in pure acetone to see if it goes away.

This is incuse in the surface. Look at the top, you can see where the metal was pushed into a glob and then it was stamped on top.

by looking at the shadows, it certainly looks incuse. but why it the 'E' still perfect? could be damage or struck through.

Can you get a better in focus image of the 'blob'?

Don't know if this one is clearer, but you can see that the E in United is stamped into the crevice and the "A" in STATES is stamped on top of the blob.
