Both serrial numbers on the front are missed up I think it's called over inking (still new to this sorry) on the back of the bill you can see the ink of the serial number and both seals

Welcome to CCF Minor ink transfer occasionally seen on notes at the bottom of a stack of freshly printed notes. It's not uncommon.
The over inking is extremely minor and once again, not uncommon.
I seriously doubt anyone would pay a premium for the note.

I did hold it up to the light to make sure the ink and numbers lined up  The ink showing on the back lines up perfectly with the numbers and seals on the front

Can you post the entire front and back? Since 2013, I have read that the new LEPE overprinting lines print all the left-hand serials from one drum, and all the right-hand serials from a second drum. So we have been seeing one side with over inking or also lighter ink and even different colors http://goccf.com/t/438361&SearchTerms=2013Most likely in that case it may just be over inking on that side that is bleeding through the bill to the other side rather than partial wet ink transfer which also happens https://coinsite.com/100-bill-with-...nsfer-error/ Those tend to sell on places like ebay for a minor premium, but are not major errors such as when the serials or seal is printed wrongly on the back. https://papermoneyguide.com/currency_errors.htmlEdit: the photo shows over inking bleeding through.

Has minor over inking on both serials actually, and bleed through to the other side. A nice one to keep if your starting collecting since its in decent shape but it will fetch a minor premium on ebay. Since its minor it just wont attract the serious collectors.

Insignificant overprinting w/no additional value.
If they were printed "perfectly" the BEP could not afford to print them to begin with.
