Looks MS-63 to me.

Looks like some faint diagonal hairlines across the head, possible album slide marks(not from cleaning). If they are present on the coin, MS63. It is also possible that the lines are on the 2x2 cello and if that is the case, MS64.

The fields are pretty clean. Minus a few ticks on the eagles breast and Washington, a very pleasing coin.
