looks like some counterfeit coin that someone has drilled a hole in to show its counterfeit. I know bankers a long time ago used to drill holes in counterfeit coins and keep them on big rings so they could identify counterfeit coins when they came in

The design is loosely based on the US gold "Indian head" quarter and half-eagles; see here for a comparison.

It looks a bit too crude for a contemporary counterfeit. I suspect it's a piece of play money.
