I don't know much about coins so I'm trying to find out if this is actually an error coin and if it has any above normal value

Yes, appears to be post-strike environmental damage. May have spent some time in a poorly maintained fountain. An accurate weight--to two decimal places--might tell us more.

@Kelly Goolsby It does appear to be environmental damage. Perhaps a "found" coin. (metal detector)

I don't have a scale that weighs to the hundredths. But it weighs .2 oz exactly or 5.7 g

Well the normal weight is 5.67g
your coin is over weight, so it cannot have a missing cladding.
I just see environmental toning
