64 and a nice coin in all respects - but I will caveat that by mentioning the two vertical arcing scratches on the cheek (one that starts right above the designer initial, and a second that runs parallel to the left of that one) - those deserve a closer inspection just in case. VAM 7 (if ear not doubled slightly inside) VAM 31 (if ear doubled slightly inside)

I think this one could make a 64, even with that right obverse field. Clearer pictures would definitely help

There is a die crack from the cap to the rim, and a little chatter underneath, but I've seen far worse coins in 64 holders. The folks who grade Morgan dollars at PCGS/NGC - I think sometimes they have a hat full of "63" and "64" and just pick one at random, sort of like they do with MS69/MS70 ASE's and other moderns.
