I found this quarter in my change and it was just shining at me . And I noticed it had like a black color/ mirror look to it. Is this a proof quarter 2014-S-Proof-Quarter

Yes, that is a Proof strike coin that has been released into circulation, we call them 'impaired proof' coins. Nice find.
