1996 W Dime With Carbon Spot

I have this coin sealed in plastic by the mint and I've been told that this carbon mark would make it grade lower. This coin is uncirculated. Should I consider this an error since it was done by the mint? Disregard the flash in the plastic. Sorry, I'm a paper money guy.

I'd sell that one and buy one without the spot if you need a 96-W dime.
