I just started looking and collecting coins, I came across this one and some I can tell if they are just damaged but this isn't something I've seen before now I hope my pictures are clear enough. I've just got a cheap microscope. this is a 2023 Nina Otero-Warren quarter .
These look like die chips, from what I can tell in the photos, if the areas are raised and not incuse. Small areas on the die used to strike the coin have broken (chipped) and fallen off during the striking process. They're interesting, but far too common to create any premium value for the coin. Every coin that is struck after the chip occurred will have the same raised area.
You can sometimes find coins with the same chip or coins with a progression of chips. The die chips can get larger as the die strikes more and more coins. They make for a great study piece of how the dies wear during their working life.
