2021 Crossing Delaware Quarter

ok so while looking over a roll of quarter I just got I found this , I am like 4 months old at looking at these and I hope I don't ruin my welcome here with things that aren't nothing.
with that said on this coin it looks like a very small Cud on his hat and I have tried to look at different angles and it still looks raised but there are what looks like scratches beside it. also the lettering looks different the very last picture that I will post is of the double s but on a different coin so you can see my confusion. I'm not sure what else to do other than use a dsl camera to get a picture of the whole coin because with my scope all I can get is about half

Probably a small 'die chip' on his hat. You will find examples where those types of die chips progressively get bigger to look like a whole pile of "something" ontop of the hat.

PS: A " Cud" is a die break that includes the rim.

to the CCF and Die chips are common on these quarters. As far as doubling, with these pictures all I'm seeing is a little Machine Doubling and doubling from the light source.

You will need to filter your light source.
On the hat looks more like PMD to me.

I'm thinking PMD on the hat. I am also seeing Machine Doubling and doubling from your light source.
