Well, 2 coins that different in size, could never be in the chuck/holder at the same time. I think one of the floor workers at the mint did that in his spare time after hours. It was NOT done in a normal production run. I don't think that anyone in their own workshop would have the small 1 peso die hanging around the house. What does the other side look like?

It looks like the small one is raised, if so then it could have been glued to the bigger one. Give it a soak in acetone and see what happens.
On a second look it doesn't seem raised.

I do not believe so, based on the shadows.  But an acetone soak is not going to hurt it.

We need to see the other side. The host coin, a copy of the first coin struck in Mexico, appears too round to be original.. I'm gonna say it's some sort of inexpensive tourist souvenir. We'll wait for the experts.

I would assume the "host coin" is a replica or medal sold by the Mexican mint. Which would mean it's not unreasonable for the overstamping to happen in the Mexican mint too. It clearly isn't an "error" as there's no way a mint medal can wander into the coin production floor by accident. Whether it's "mint sport" (unofficial) or something deliberately and officially made as a mint souvenir, I cannot say.
At least you have a reasonable idea when it was made. That 1980 die wouldn't have been siting around for long after 1980 ended.

Here's another one; 285614472752Found a handful on ebay. It's not a coin, nor is it an error. It is a commemorative medal struck by the Mexican Mint.
"Dipping" is not considered cleaning... -from PCGS website
