Is This A Die Chip That's Near The 0 And 1 Of This 2019 Lowell Quarter?

Hey I have a quick question about this 2019 quarter. The other day I came across this quarter in some change and noticed this mark near the 0 and 1 of the date. This mark is slightly raised and seems to run under the 0 and 1. Is this a die chip or gouge in the die? Thanks for taking a look!

Could it be a stray bit of metal on the planchet? If it's a die scratch there should be a number of them out there. Anybody have an accumulation (or rolls) of Lowells? Just my Science brain kicking in ...

Hi and thanks for taking a look! Yeah I didn't know that the devices were incused. Even when I used a loupe they look raised! However, I ran a toothpick over the devices and they seem incuse. I believe the mark is also. Thanks again!
