Hello!

First, I apologize for the bad picture. My cell camera sucks. I have a 1990 no mint mark penny that appears to be a proof. The photos that I included are mainly trying to depict the mirror shine. Though it's hard to tell with these photos, my question is how do I know for sure between it being an uncirculated coin or a proof. The penny I have is a smooth mirror shine.

Dee, your coin is not an impaired "No S" proof 1990 Lincoln Cent. Proof coins have unmistakable mirror fields, vivid devices, and well-defined squared rims. Yours looks like an AU business strike. Compare it to this example from PCGS: https://www.pcgs.com/coinfacts/coin...s-dcam/93506

It's a normal Philadelphia Business strike.
