No, not an error, , zinc rot setting in where the copper is wearing off exposing the zinc core, therefore only worth a cent...

The no mint marks are automatically the Philadelphia mint on these cents.

I'm thinking zinc rot crater as well--perhaps triggered by split plating, which exposed the zinc core.

Zinc bubbles can occur anywhere and create odd shapes, a lot are found around mint marks, this one is just around a number. It will get larger and burst exposing the zinc.
