What kind of error would this be on the obverse of this 1989 Lincoln Cent?
Does it have any value?

That would be called a Ridge Ring. Occurs when the die is beginning to wear out. The "line" coming off of the D is most likely a small linear plating bubble.

This is not an error - it is a result of a very worn out die (I guess the only error would be that the mint worker did not replace it earlier.)
