I'm not seeing a DDO, given the posted pics. I am seeing what appears to be a circulation hit on the last 9 in 1969.

Too, be aware that the '69 S cent often suffers from Machine Doubling.

From the pictures provided, I think the 9 has taken a hit and split it, the 6 is odd looking but I do not think it is doubled, finally, I do not see any doubling anywhere.
