I think I found a 1937 matte nickel CRH today. It definitely looks matte in hand.
I tried my best with the digital microscope and put it beside a normal finish (left coin) for comparison.

This is MS-65 not matte 1937. Honestly have no idea how the graders decide what is matte and what isn't.

I thought matte only applied to specimen coins of this year

There's slight variation in the finish of those, some have a slight reflectivity, others have a more satiny surface.

They specify "matte" specimen that year only just to distinguish them from the mirror specimen issued that year. They look generaly similar to previously issued specimen from the 30's.
