I've seen worse with the attribution holdered. I'm pretty sure the bag hit would not qualify but wanted additional opinions. You can still make out the step contour thru the hit. I can add a better close up if needed.

Does not meet the criteria but PCGS often doesn't follow their own definitions for FS designation.

I think PCGS would decline to attribute full steps. For years where FS nickels are plentiful—which definitely includes the first year of 1938-they seem to be strict about the rules.
