If this was heat would think you would see the evidence on the reverse which I don't . I do see abnormal rim on the reverse in this area. But no answer from me will wait for the experts. It would have been a planchet or struck coin that was just overlapping this coin when it was struck. Look closely at the area of missing detail to see if it possibly shows any evidence of a Brockage.
