America the Beautiful Quarters and the
State Quarters that feature incuse lettering, what you are seeing is incuse
Machine Doubling caused by vibration/shifting of the working die during the strike.
The designer initials on the Reverse of the Canadian 2 dollar coins are incuse (sunken into the surface of the coin, not raised), so when a shift/vibration occurs on the way back up from the strike it will cause the letters to look doubled.
Unfortunately, although it looks like a doubled die, it is truly the aftermath of
Machine Doubling.
