I know that the accented hair variety was the first production of JFK halves until the design was modified at the request of Jacky Kennedy. My question is: Were these halves packaged in proof sets and if so what would be the odds of cherrypicking a proof set with one of these today. Have they all been cherrypicked already?

Yes, all 3,950,762 proof 1964 Kennedy halves were packaged in proof sets. I'm sure there are many, many sets out there that have yet to be checked for the accented hair variety.

Yes all in proof sets, and about 5% or less of the entire 1964 Proof Kennedy half dollar mintage is believed to have the Accented hair variety. So it just depends how many of those have been accessible to those who know about the difference and grab it. Considering its 2024 its possible that alot of them are already found but there are of course many who just had bought the set and have potentially never gave it a thought after or know about varieties. Its possible that dealers on the other hand may have more knowledge and therefore probably looked at theirs, although you can see if the dealer deals with varieties and error coins. Some dealers simply don't have time to look also. Its a bit too low numbers and too long since it was first made to suggest to buy sets to look, but if you come across estate or individuals who don't deal with errors and varieties you might get lucky.

The Accented Hair design is believed to have been the first design used to strike Proof Kennedy half dollars in 1964. The Accented Hair variety was used to strike the first Proof Kennedy half dollars. Mrs. Kennedy also requested that the Accented Hair variety be slightly modified, so that the hair strands right above the ear on the coin would be less prominent. This made the Accented Hair variety a one year type and even then, it was only used to strike some Proof Kennedy half's in 1964.Since the 1964 Proof Kennedy half with the Accented hair variety was replaced the same year, the Accented Hair variety became somewhat scarce compared to the regular issue proof coins of that year. Less than 5% of the entire 1964 Proof Kennedy half dollar mintage is believed to have the Accented hair variety.

@Datadragon, thank you for that information. After 60 years it may be a slim chance at best of finding one in a proof set but I shall continue my quest anyway. After all, the search is part of what makes this hobby fun and rewarding.

Yes, thats the added enjoyment in looking rather than sometimes just buying a good example for a collection and finding that one that suits the condition you want. I have no doubt there are still many out there to be found, but at 5% plus 60 years its indeed starting to be a hunt. However many are looking for varieties that may have only a few examples that exist, or may all have been found. I sometimes look through pocket change for similar reasons knowing that its unlikely but you just never know. Having the knowledge of what to look for is a major part of it.

...so at least you are looking for something that can be found and not looking for...
