Might be a doubled die reverse,doubled finger. Like on the Lincoln Cent 2009 https://www.ebay.com/itm/1449322622...9SR7KCt9zTYw
Too bad about the damage at 4-5k.
Need to work on posting a bit better photos. I also fixed your title a little.

I'm not convinced its a die issue. I'm thinking it was either an original planchet flaw or PMD. more likely planchet issue
